Answer: Not many. Editors and Authors can choose the template for the content they can create.

Most Full Site Editing functions are not available to Editors and Authors

While the Appearance > Template Parts menu does appear it’s not usable. If you choose the item you get

Template > New: The dialog create button doesn’t work

If you attempt to create a new template then the Create new dialog appears but no new template is created. A message is produced in the console when you choose the Create button.
